What is the proper meaning of this ? emoji?

I don't think it has a proper meaning. People generally use this emoji when they're being silly and sarcastic.

I use this emoji in place of the :/ emoticon. I don't know, I think it kind of means “something isn't right”.

But from my understanding, it is the drunk emoji. An emoji that is used when something isn't right.
